ISIS claims the video
entitled A Second Message to America shows the beheading of another American
hostage, a freelance journalist, Steven Sotloff following through on a threat
to kill the journalist.
Meanwhile, the journalist’s family is waiting for the United
States’ intelligence community to verify the authenticity of the video.
"The family knows of the video and is grieving
privately," family spokesman Barak Barfi said.
In the video, Sotloff appears on his knees while his hands tied
behind his back and a voiceover was being delivered by a British jihadi with a distinctive
London accent, beside the same man who was filmed beheading Foley two weeks ago.
Prodding his serrated knife towards the camera, the masked man (ISIS member) is
shown declaring: “I’m back, Obama, and I’m back because of your arrogant
foreign policy toward the Islamic State.””
State Department spokeswoman Jen Psaki said the US had
seen “reports of a video that purports to be of the murder” of Sotloff.
It can also be seen in the latest video that Sotloff is dressed
in an orange jumpsuit, apparently mimicking the ones once used at Guantánamo
Bay, and is made to deliver a statement blaming Obama for his murder.
The message warned those governments that might join the “evil”
actions of the US against Isis.
British intelligence officials said that they have been working urgently
to try to identify Foley’s killer, reportedly using sophisticated voice
recognition techniques to help narrow down a list of potential British jihadi
suspects.
