Contractor of ‘overpriced’ Makati building links Rep. Binay’s condo

The contractor of the alleged ‘overpriced’ Makati City Hall Building II is also building a studio-type condominium unit in Rockwell Land’s The Grove in Pasig City, where Makati Rep. Mar-Len Abigail Binay won in a raffle in February.
According to the website of Hilmarc’s Construction Corporation, Phase 2 of The Grove, the unit is one of its on-going projects, pegged at around P5 million, was raffled off by a mall in Makati, Power Plant Mall, where her Brother Jun-Jun Binay is also serving as Mayor.
The 32-square meter studio unit is in Building C of the premium condominium.
Civil Service Commission Chair Francisco Duque, however, said the congresswoman did not violate any law when she joined the Lopez Group of Companies that owns Rockwell Land Corp.’s raffle and eventually won a condo unit. 
Rep. Binay said the win to own a unit “shocked” her, adding that she thought the notification by phone was a prank call at first.
Meanwhile, assistant vice president for legal of Hilmarc, Rogelio Peig, said before the blue ribbon committee on Thursday that the company won the contract through competitive bidding.
But Engineer Mario Hechanova, former Makati General Services Department head and Bids and Awards Committee (BAC) vice chairman that he was forced to fix the process by then-City Engineer Nelson Morales which made the deal rigged.
Nobody had questioned the alleged rigging because it was a common practice in Makati, Hechanova said during the hearing.
Binay and Peig have already denied the claim of Hechanova.
Mayor Junjun Binay said the Commission on Audit (COA) has cleared the building in a technical report, but COA chair Grace Pulido-Tan has announced that the building will be subject to another audit.
