Witness admits to receiving P200,000 monthly allowance’ from ex Mayor Binay to rig bidding

MANILA, Philippines – As a member of the Makati city’s bidding and award committee, Engineer Mario Hechanova, said they were receiving a monthly allowance of P200,000 from Binay when he was still mayor. The said allowance was given  to rig the bidding of the controversial parking area projects.

Hechanova made this allegation when he was asked by Senator Antonio Trillanes IV if he had received kickbacks from the parking building project. Hechanova, answered that he did not get any single centavo but as members of the bids and awards committee, they have been getting allowance from the mayor.

Asked how much he was receiving from Binay, Hechanova said: Almost  P200,000.”

Asked again, what the allowance was for, Hechanova said: Perhaps Senator, so that we should do what we’re expected to do, which on my part, was to fix the bidding.

Hechanova told the committee before he was asked by Trillanes that there was an “anomaly” in the bidding of the parking building project. The project was firstly constructed when Binay was still the mayor in Makati during 2007.

The engineer said that before the project was bidded out, the city engineer, a certain Morales, called him to his office and told him: Mario, like before, you should know who should win in this project.

It was made clear from his statement that the project should be awarded to Hilmarc’s Construction Corporation.

 The engineer also claimed that Binay had once personally talked to him to follow up on the payment for Nancy’s cake, which are being given to senior citizens in the city. Hechanova said he assumed that the giveaway cake for senior citizens was the senator’s business.
