Bill Clinton blames China's drive for talks with Philippine

MANILA, Philippines — Bill Clinton, a former American President Bill Clinton believes mutual talks between China and the Philippines are not the best solution to resolve the conflicts between claimants in South China Sea.
Last week, when he was in Vietnam, Clinton, that China can threaten its smaller neighbors like the Philippines and Vietnam after they give in to negotiation. Clinton was addressing to the previous idea of Asian powers who have been insisting to establish negotiations between China and neighbors for so long.
In a fortune report, Clinton stressed "If China and Japan are arguing over a couple of islands, the rest of the world can watch because we feel you’re arguing on more or less even terms. But it is not necessarily the same for who can access the resources in the south and east China sea and where territorial boundaries should marked.

He made it clear that the United States is not only suggesting one solution in courage to resolve the rising conflicts on the South China Sea but they are concerned with the size differential between China and the rest of the claimants.
In an another interview with CNN, Clinton noted, though, that the US wants an all-party dialogue or legal mechanism for fair play.
Chinese believe that all these things should be subject to what they call joint resolution where small countries would not be given a chance to discuss against China.
The Philippines has filed a case before the International Tribunal on the Law of the Sea, pursuing a definitive settlement of the overlapping rights over oceanic boundaries. It even undertook many efforts to peacefully engage China and settle disputes, but it seems that all the efforts were unsuccessful.
